Chief Justice Sharon L. Kennedy Delivers Annual State of the Judiciary Address to the Ohio Judicial Conference.
Chief Justice Sharon L. Kennedy of the Supreme Court of Ohio delivered her annual State of the Judiciary address to the Ohio Judicial Conference, offering reflections on the role of an independent judiciary as the state's highest-ranking judicial officer. This year’s address took place on Constitution Day, the 239th anniversary of the signing of the U.S. Constitution, and during the 250th anniversary year of the Declaration of Independence.
With the theme "Celebrating an Independent Judiciary – Guardians of the Constitution: Our Past, Present, and Future," Chief Justice Kennedy traced the founding principles of judicial independence, drawing on the Declaration of Independence, the Constitution of the United States, and the writings of the nation's founders.
Central to the address was Marbury v. Madison (1803), the landmark case that established judicial review and affirmed the supremacy of the Constitution. Chief Justice Kennedy detailed the case's origins in the political rivalry between John Adams and Thomas Jefferson, and explained how the decision defined the constitutional authority of the judicial branch.
The chief justice underscored the judiciary's role as guardian of the Constitution, the balance between judicial review and judicial restraint, and the continued relevance of these principles to emerging legal questions, including those raised by artificial intelligence.
The address closed with a call for civic unity. Reflecting on the eventual reconciliation and correspondence of Adams and Jefferson, Chief Justice Kennedy emphasized the importance of institutional loyalty to the Constitution, civic education, and the shared aspiration of the American people to remain one people.

Chief Justice Sharon L. Kennedy is the 11th Chief Justice of the Supreme Court of Ohio. She was first elected to the state's high court in 2012 and re-elected in 2014 and 2020. She became Chief Justice in 2022.
As one of seven justices, Chief Justice Kennedy participates in legal decisions and writes opinions based on the U.S. and Ohio constitutions and Ohio law. The Ohio Constitution entrusts her with responsibility for the administration of the Supreme Court and oversight of courts statewide.
